What changes should be made to the US Constitution?

End birth right citizenship. Balance budget. No exemption from the laws that apply to the rest of the citizen will be granted to the government personnel, nor will they get extra privileges. Each law must be like California's propositions one narrowly defined item per bill! This would make each legislator accountable for their record.
